The modernized receipts of the compounds type PP have been tested in terms of fire hazard. Judging by the test results these modernized compounds are low hazardous in terms of combustion products toxicity. Using these compounds cable plants will be able to manufacture NG-LS-Ltx cables, i.e. cables with low toxicity of combustion products corresponding to GOST R 53315-2009.

   The probation of this year is also distinguished by the fact that every alumnus has a tutor – employee of the plant.

   Soon we shall celebrate the holiday sacred to the whole nation – the 65-th anniversary of Victory. 

   The employees of “Vladimir Chemical Plant’ JSC as well as the whole country are preparing for this great date.

   As parts of preparation for the Great Victory holiday General Director of “Vladimir Chemical Plant” JSC has signed the action plan including the following:

-   site improvements,

-   painting the memorial of honour located in the plant territory

-   writing an article for the regional newspaper (interview with veterans of the Great Patriotic War - former employees of the plant, interview with Chairman of the Veterans Council)

-   General Director will invite and congratulate the veterans, present them with presents and souvenirs, festive reception standing will be organized for them

-   laying of wreaths and flowers to the memorial to the Great Patriotic War participants – employees of “Vladimir Chemical Plant”

-   laying of wreaths and flowers to the town memorial to the soldiers died during the Great Patriotic War

   On April 8, 2010 the employer’s representatives and the staff representatives finished negotiations concerning the collective contract of 2010-2012.

   “VCP” JCS stand was visited such large cable enterprises as: “Yuzhkabel” CJSC, “Kavkazkabel” CJSC, “Beltelekabel” CJSC JV, “Amur Cable Plant” JSC, “Samara Cable Company” CJSC, “Tomskkabel” CJSC, “Energokomplekt MF” JSC, “Odeskabel Coaxial” LLC, “Kirskabel” JSC, “Electrokabel NN”, “Electrokabel” JSC, Kolchugino, “Smolensk Cable Plant” CJSC, “Kubankabel”, “Marposadkabel”, “High Oka Cable Plant” LLC, “Tatkabel”, “Oryel Cable Plant” LLC, “Odeskabel” JSC, “Pskovkabel” JSC. The subject matter of the conversations was delivery of “VCP” JSC production to these enterprises.

   To perform these programmes we shall provide additional work positions.

   2. We have produced and shipped to customers pilot batches of extrusion sheets from rigid PVC with the width of 1560 mm and with all the marketable thicknesses (from 2 up to 10mm).

   3. We have signed an Agreement with Cable Initiatives Fund concerning developing new GOST R for cable compounds of general purposes, we have started buying laboratory equipment to test compounds according to the methods which will be included into GOST R.

   4. We have started work on providing standard toxicity of combustion products of cable compounds according to GOST R for fire safety of cable products put in force on January 1, 2010.

   We have produced some pilot batches of ON-M25 and IN-M30 compounds for “Nexans-CIS” LLC located in Uglich. Such compounds are meant for NYM cables. The compounds are lead and DOP free in accordance with European requirements.

   In October “Vladimir Chemical Plant” JCS took part in the 5th interregional exhibition “Business to Business” and presented an investment project “Technology Park”.  The exhibition was organized with the assistance of The Chamber of Commerce and Industry of the Vladimir Region and the Administration of the Vladimir Region.

   In October “Vladimir Chemical Plant” JCS took part in the contest “The Best Enterprises of the Vladimir Region” and was awarded an honorary diploma “For Manufacture of Products on the Basis of High Technologies”.

   “Vladimir Chemical Plant” JCS is planning to take part with the assistance of the Administration of the Vladimir Region in “Exhibition – Presentation of Innovation and Investment Projects of the Russian Federation Subjects” VCP will present the investment project “Technology Park”. The exhibition will take place in the exhibition hall and congress-centre of the Moscow City Government building (36/9, New Arbat Str.).

   At the end of the month we worked out and produced a pilot batch of type O-50VD meant to decrease sheath shrinkage of the roll stock wires. After the positive test the customer’s output in October is based on this amended receipt

  - Summer holidays have begun and according to the existing tradition the students of Vladimir State University and Vladimir Chemical-Mechanical College are doing practical training in our workshops.

 - Within the limits of the specified financing and in accordance with the Vladimir Region Governor’s Resolution №24 dated 15.01.2009 (as amended on 16.02.2009) “On the Region programme of additional measures aimed at reducing tension in the Vladimir Region labour market in 2009”  the plant requested to organise probation for alumni. At present alumni with different professions (electrician, car mechanic, assistant engineer, turner, accountant, economist, marketing expert, environmental engineer) are waiting for the probation to start. Specialists are being chosen. The young shift can start working right after the Vladimir Region Governor has signed the corresponding resolution.

   We have produced first pilot batches of lead free cable materials (filled and unfilled) which comply with the requirements of European standards when it comes to residual lead and the appearance of the used plasticizer. The batches have been sent to the customer.

   Start-up of the import line for extrusion PVC sheets production has begun. The thicknesses of the sheets are not covered by the warranty of the line manufacturer.

   We have got TK 46 permission to use lead free compounds in the production of control cables with the core temperature 70°C. 

   We have started pilot production of biaxially-oriented PET films with the thickness from 20 up to 250mcm based on the new pilot type of PET polymer – PN-3 manufactured by “Mogilyevkhimvolokno” JSC, the Republic of Belarus.

   We have produced a trial batch of PVC compounds for cable products class “ng-xl” with brittle point not more than -50°C (conventional name of this compound is NGP 50-32). At various times “Electrokabel” (Kolchugino), “Sevkabel” (St. Petersburg), “Uralkabel”, “Podolskkabel” and other cable plants were interested in this compound.

   We continue pre-production of compound type PPV-28 which receipt have been modified in co-operation with VNIIKP (All-Russian Scientific and Research Institute of Cable Industry) to provide guaranteed allowance of Oxygen index above standards of regulatory documents. The net cost of the compound is not increased.

   We have mastered production of the modified receipt of the compound for sealing building extrusion profiles (type V-60F/1). The compound is produced in black and natural colours, its hardness Shore A is 57±3. Profile producers have replaced one of the imported analogues with this material.

   We have finished optimization of production receipts of compounds in laboratory conditions and partially in test output. The optimization was aimed at reduction of the applied raw materials deficiency without losses of the products quality.

   We have purchased commercial quantity of imported raw materials to continue startup-setup operations concerning the installed line for rigid extruded PVC sheets production.

   Failure of Workshop 10 located in the plant territory took place on April 21, 2009 (former workshop of cellulose acetate). Much attention was paid to safety, officers of Civil Defence and Ministry of Emergency Situations and Central Internal Affairs Directorate carefully controlled the operation.

   “VCP” JSC celebrates Chemist’s Day on May 28, 2009; in this connection the plant employees will be awarded:

 - “Honorary Chemist” title of Ministry of Industry and Trade of the Russian Federation – 1 person

 - Certificate of Honour of Ministry of Industry and Trade of the Russian Federation – 3 persons

 - Title of “Honoured Worker of “VCP” JSC – 5 persons

 - Employees entered on “VCP” JSC board of honour -  14 persons

 - Certificate of Honour of “VCP” JSC – 6 persons

   “VNIIKP” JSC has finished ordered by “VCP” JSC working out PVC compound Eligran® type “PP” for application in tropics: PPO 20-35T, PPI 30-30T and PPV 28T.  We have got the TK-46 licence to use this type in cable production exported to countries with tropical climate. So far the demand for about 1000 t. per year of analogous compounds in the Russian Federation has been satisfied by import deliveries. “VCP” JSC is planning to produce not less than 500 t. per year beginning with 2009.

   According to the decision of “VCP” JSC, a sole participant of “DCP” LLC dd. March 5, 2009 “DCP” LLC is to be liquidated voluntarily.

   The powers of General Director of “DCP” LLC have been terminated pre-term since March 5, 2009. The liquidation committee has been appointed to manage “DCP” LLC.

   “VCP” JSC is planning to take part in the Regional Programme of extra measures to reduce tension on the job market of the Vladimir Region in 2009 (to be more exact in the programme of the population subsidized activities).

   In February-March 2009 within this limit “VCP” JSC took the credit in the amount of 70 000 000 (seventy million) roubles for supplementing the circulating assets. In April – May 2009 it is supposed to use 60 000 000 (sixty million) roubles.

   2.  There has begun a batch production of the following compounds previously manufactured in a pilot way:

 - compound type I 50-14 GOST 5960-72;

 - compound type O-50, rec. 301 GOST 5960-72 for wires sheath of the rolling stock of rail transport with rubber insulation;

 - compound type O-50 VD TY 2246-482-05761784-2005 for wires sheath of the rolling stock with thermoplastic elastomer insulation;

 - light grey compound type ON-M40 for NYM cables sheath.

   3.  There has released pilot batches of common industrial purpose compounds types ОМ-40 and I 40-13А (rec. 8/2), lead free stabilizers for power cables which are produced at several cable plants, chosen by JSC "VNIIKP"

   4.  The license agreement with JSC "VNIIKP" concerning the release of compounds types PP at JSC "VCP" is prolonged for the next 5 years.

   The plant administration has created all the necessary conditions so that the students could study in comfortable and modern conditions (a fairly decorated room, new multifunctional furniture, and computer hardware).

   Osokin Sergey Lvovich has been appointed as the General Director of the company.

   On June, 23 2008 there was the first meeting of the new Board of Management body elected at the annual general meeting of the shareholders.

   The Board of Management elected unanimously Mikhail Gennadyevich Volkov as the chairman and set the auditor`s service charge.

   JSC “VCP” was an official sponsor of the 230-th anniversary of Vladimir Province.

   JSC “VCP” took part in Russian national industrial with foreign participation forum “Industrial Technologies for Russia” and was awarded a participant diploma.

   JSC “VCP” continues to work with JSC “VNIIKP” in the sphere of  PVC compounds with low fire hazard in the following aspects:

- pilot run release of the compounds with new formulations for power cable sheath with polyethylene cross-linked with silanol insulation to guarantee cable useful life not less than 30 years. The runs are sent to several cable plants for tests in July.

- compound formulations type PP for application in tropical climate specification in “VCP” and “VNIIKP” laboratory conditions to guarantee cable useful life not less than 30 years.  

   In the second quarter of 2008 there was a preliminary acceptance of the Seller’s extrusion line for rigid PVC sheets production, and the Manufacturer began its updating to develop the quality of sheets with different thickness to meet mass buyers’ requirements.

   In collaboration with “VNIIKP” we are broadening the sphere of application of cable PVC compounds without lead content. Licence TK-46 to apply the mentioned compounds in cable products, which do not refer to power ones, is prolonged up to the end of 2008. In laboratory conditions we have corrected the formulations for application in power cables to guarantee the useful life not less than 30 years.

   The first ICA Exhibition attracted 200 participants from 18 countries of the world. Among exhibitors there were more than 90 Russian companies.

   The idea of a new exhibition was supported by Roskhimneft Ltd. and the Russian Chemists Union. ICA gave a perfect chance to meet the colleagues, to exchange new information and experience, to get oneself familiar with innovations. We hope that ICA will contribute to striking up new acquaintances, hardening of already existing ones, developing and intensification of manufacturing process.
